Template override of form-pay.php not working

I am trying to override the form-pay.php file to customize that certain user roles can see all payment gateways and others only one or two.

My problem is that I’ve tried to put the template file in the following structures:
myTheme/woocommerce/checkout/form-pay.php
myTheme/woocommerce/form-pay.php
myTheme/woocommerce/templates/checkout/form-pay.php
myTheme/checkout/form-pay.php
myTheme/form-pay.php

Nothing of these seems to work for this perticular template. I have also tried editing the original file in the plugin just to check, but nothing (other templates from the /checkout directory works to edit but not form-pay.php)

What am I doing wrong and/or is the content of this file fetched from somewhere else?
