Template files are ignored

As WP has defaults for all files, not included in template, I like to develop theme file-by-file. Now I’ve got index, header, footer and sidebar templates in theme’s directory. But, footer and sidebar templates are simply ignored. Tags are automatically closed (guess its WP new feature). So, why can it happen?
