Template file in plugin?

I am doing a plugin that needs a custom page template for displaying database tables. Do I understand load_template() correctly, that it allows me to put the template page in the plugin director (as opposed to the active /themes directory) and load it in the plugin init code?

If not, is there another way to store templates outside /themes?
