Template designer or templates needed

Hi, I have not installed WP onto my site yet. I know I will need a theme designed and am wondering maybe I should just find a template designer who can do it for me. Can you recommend any template designers or template sites… maybe designers who are easy to work with and understanding of newbies needs? My budget is limited to $100. I would like something that is cheery and also one with a retro feel. Thank you, have a terrific 4th!
