Template Almost Blank Remove Blog and Date

I would like two Add Header Picture and change page color and Add Text and Nothing More. It Would be nice two have a Image and text. I could do this with Blank Template cant figure out zip un zip so I opened a sites HTM delated it and aded Blank Template HTML. <?php the_time(); ?> or <?php the_date(); ?>
I delate this two get rid of Date Stamp i don’t see it in the Template the Blogs often say open this or go there assuming people are smart enough two do Simplest Task.
Ive spent 3 days trying two get Multiple domains and I don’t mind buying a Blank template or one with a colored boarder and Add image its Installing the Problem I asked my Host fore Site Builder they said no Available.
World Press should allow Subdomains on all Installations and have a Blank Template that wee could add Pictures and Text just two make it Usable 1 in 3 Americans is born retarded World Press should be able two make a site in 3 Minuets. Its Rewarding World Press teaches me about HTML.
I cant add a Site Builder two my New Host and i own a Weebly site Builder two more years on a Host Gador account so i could transfer the pages static then transfer them Back if they need fixing. A Template should have a Narrow Header Picture and Title add 10 small pictures and 2 or 4 pictures that have Text next two them is what i want. About a third of Sites are Built with World Press and its Humiliating I’m two Stupid two use them my New Host i have 200MB of disk space not in America and I don’t want a refund Just because I cant figure out World Press.
