Taxes on shipping not working correctly

    I am in BC and have setup woocommerce taxes to charge PST and GST on shipping but it’s only charge GST, I am not using any other tax plugin. Why is it not working as per my settings?

    I solved this problem in case anyone comes across this. there is a priority column in the tax tables that requires a separate priority for different tax rates for the same area, so I set PST as priority 2 and everything calculates correctly now.
