No solution and taking out state code did not work. This is kind of a big deal for our store at the moment.

I’ve found a solution for this. WooCommerce in the latest version isnt creating a table called wp_woocommerce_tax_rate_locations which is why its failing.

Use this code to create the table for your install, resave woocommerce settings and you’ll be good to go.
