Taxes not displaying

Hi there,

If anyone can please help me out there, I would be forever in your debt.

Somehow I cannot get woocommerce tax rates to display. I’ve done this before on other sites, but this time it won’t work. This is the first time I’ve used a new host party, but it’s the biggest in the country so they’re quite reputable. I’ve actually deleted the entire site, started over, only added woocommerce and created a new product, and set up a 21% standard tax rate. No matter what I do, it always displays the tax as (incl 0.00 VAT). I’ve tried this a million ways, but I cannot get it to display or calculate correctly. Please help.

my settings:
Enable taxed : checked
Prices entered with tax: no i will enter prices without tax
Calculate tax based on: shop base address
Shipping tax class: based on cart items (irrelevant as there is no shipping)
Display prices in shop: excluding tax
Display prices during cart and checkout: including tax

Standard tax rate: 21%. Priority 1. No other info put in so should not matter (no country code, zip code etc.)

I’m doing this on two websites at the same time, but on different servers and hosting parties. They both have no plugins or themes, only woocommerce, woocommerce pages, and one product to test it out. And I can get the first one to display and calculate taxes just fine, but the second one does not work at all.
