Taxes are not calculating at all.

I have been trying for the past few days to get woocommerce up and running. everything has been setup based off of the 101 videos. My issue is that the taxes will not calculate at all. It’s not showing me anything, even up to the paypal payment, there is no tax. So its not that the theme isn’t showing them or something, it’s that its not calculating. I’ve tried the wildcards across the board, a CSV imported, a specific tax setting for my exact address, nothing. The product is set to standard tax, and taxable. I honestly don’t understand.
