I notice that in the tax rates (screenshot 3) that the checkbox for shipping is not checked. Check those boxes and then, provided that the shipping method is also set to taxable that will have you sorted.

I have checked the following yellow box mentioned in the screenshot and input the same zipcode but it did not worked for me.
you can also check by input the following zipcode 34956

I think I initially misunderstood the problem – I was thinking that this was only about shipping tax but there is no tax at all. That is very strange. Are you 100% certain that there isn’t any custom code or template overrides affecting this?

I am the developer of this website and I am sure that there is no custom code or anything that affects TAX or tax related stuff. I have placed basic plugin for UPS and that’s all.

The first standard rates table shows all taxes set to 0%, so these will result in no tax.

34956 gives no shipping methods available, so there can be no tax calculation.

That aside, can I ask if there are any zips which have more than one applicable tax rate? I suspect not, in which case there is no point having any entries in the City column, just have the wildcard *

On the cart page, the shipping calculator cannot possibly match any line with a City entry because City is not collected by the calculator.

On the Checkout page, City is entered, but different customers may enter it differently. One might put Clay County, which is a match, but another might put Clay Co. which is not a match. Best not to have a City entry in the tax rates table unless it affects the tax rate that is collected for that particular zip.
