Tax Not Showing

I have woo commerce setup with tax info for my state, and its configured to use free shipping and paypal for checkout. The product is set to use the standard taxable rate.
However, regardless of what I do it does not appear to calculate the tax on the WP side before shipping it off to Paypal for payment.
What am I missing?
