Tax not recalculated when shipping state changes

I have WP e-commerce set to calculate taxes on the shipping address. We collect taxes just in Washington DC, USA. If I fill out the form from top to bottom like normal, and choose Washington DC for the state in the shipping calculator, the taxes calculate correctly. However, if I then change the shipping state to “Virginia” but do not click on the “Calculate” button again, the taxes do not update, and I’m still charged tax, even though I’m shipping to Virginia rather than Washington DC. (The inverse is also true if I start with “Virginia” and then change the shipping state to “Washington, DC”, I won’t be charged tax if I don’t click on “Calculate” again.)
It seems like when the Shipping State changes, you should either automatically have the system recalculate the taxes or not allow the user to checkout until they have clicked the “Calculate” button again.
