Tax not included during basket and checkout

  • I would like to display prices excluding tax in the shop but including tax in basket and checkout.
    But no matter what I do, no taxes are added neither during basket nor checkout.

    My most relevant Woocommerce settings:

    Enable tax rates and calculations: checked
    Prices entered with tax:?No, I will enter prices exclusive of tax
    Calculate tax based on: Shop base address (have tried Customer shipping address)
    Products are marked as taxable with standard rates.

    Display prices in the shop: Excluding tax?
    Display prices during basket and checkout: Including tax
    Display tax totals: Itemized

    I have also tried deactivating other plugins and switching themes without success.
