Tax not charged on Shipping

I’m having a problem with tax not being charged on shipping charges.

My site: https://www.waterionizer.org/canada/

Tax calculations are working perfectly for the products in my store, just not on shipping.

yes, I have “shipping” checked on all my tax rates under “Standard” Tax Rates

I have done quite a bit of searching and have found that the wp_woocommerce_tax_rates table is correct in my database, but the wp_woocommerce_tax_rate_locations table is empty… it seems that this table should have data in it?
