Testing a transaction on my site, I noticed that the tax calculations are off, but quite a bit. For a $0.03 transaction, there was $10.80 in local taxes charged.

During the transaction, the taxes were correct.
The amount passed to PayPal was correct.
The initial order email sent to the customer was correct.
The wonky taxes only show up in the Admin when viewing/editing a transaction.

     [Order #1555] (November 15, 2020)
    Product Quantity Price
    Bork	1 $0.01
    Subtotal: $0.01
    Shipping: $0.02 via Ground Shipping
    CO tax: $0.00
    RTD tax: $0.00
    SCFD tax: $1.00
    County tax: $9.80
    City tax: $0.00
Payment method: Credit or Debit Card
    Total: $10.83

Looking at my tax table, the two that are creating the error are the two taxes that are lest than 1, with leading zeros.

Country code State code Postcode / ZIP City Rate % Tax name Priority
    US	CO	*	*	2.9000	CO tax	1
    US	CO	*	*	1.0000	RTD tax	2
    US	CO	*	*	0.1000	SCFD tax	3
    US	CO	*	*	0.9850	County tax	4
    US	CO	*	*	3.5000	City tax	5

Subsequent order emails sent to the customer have these erroneous values.

    Thanks
