Ok but this doesn’t make sense because the user must enter an address on the checkout page otherwise how will we know where to send the stuff? And the order in question the user did enter an address but the tax was still not added.
So in my opinion I feel the paypal button is on the wrong screen since if you do not have paypal express you enter your credit card details on the next page where you do have to enter an address because the system forces you. With your plugin it allows you to skip a step and make payment on the cart page instead of the actual checkout page, before you filled in an address. How can someone get something without putting in an address? With your plugin you pay first and then you enter an address, which in my opinion is wrong you should first fill in an address because without an address the order is useless to the customer, which in any scenario is the most important.
Any case if you can change it to have the paypal button on the next screen where you actually pay for the stuff you ordered after you enter you address then great. If you don’t want to then we cannot use the plugin.
Thanks for the help though
