Tax no applying

Hi guys
Tax rates are not being applied at checkout. You can see I have extra shipping class set up here https://oi67.tinypic.com/2la54df.jpg and applied to taxable products but not working. Any ideas?
Example taxable product with VAT rate above applied

Yes I have set default location to shop base & you can see rates here in the bottom image (23%) https://oi67.tinypic.com/2la54df.jpg
Also I have applied that rate to this product https://www.litriocht.com/product/glor-bheanntrai/?lang=en but still not working
