Tax costs not updating with shipping

    Hi, I am having issues with the automated tax calculations. I am using woocommerce services and jetpack, and have set all the settings to all the recommended/automatic options at setup. It is set so that tax is automatically calculated based on shipping address but no matter what i change the address to the tax is always set to 0 (except for a UK address which is my base currency). an USA address, Canada address etc the tax is always zero.

    i have looked at other articles on the forums and have tried various changes in settings etc but nothing seems to work. really frustrating and hoping someone can help?
