If it is a renewal payment, this is normal if you do not disable the auto-renewal function in your account. Subscriptions are automatically renewed at the expiration date if you do not exercise your right to deactivate that option. This is a normal process applied in the industry, no question of theft.

We are usually very reasonable, so let me believe that if you had contacted us on support we would surely have reached a common point and processed the refund without any problems.
Also, a negative review here on the forum about this situation is misplaced. Giving the plugin a small grade should normally be reserved for plugins with no support, unresolved bugs, or not following WordPress standards. This is not the case for TranslatePress.
