Tags with IDS as names

I confirm issue mentioned in topic “New tags create unwanted Tag ids” (which is unresolveed for 7 months and replies are closed). When you create new tag in post edit screen, an item with ID as name is created apart from proper tag which is created also. Currently edited post is not assigned to newly created tag. The same problem is for all non hierarchical taxonomies with radio button mode, clasic editor, latest version of everything.
