Tags not working on Edit post page

Here is my issue, I recently upgraded to 2.9.2 and now when I make a new post the java script doesnt seem to be working with the Tag box on the left side. The issue I tried to figure out where the problem may be but I could not see anything wrong with the code. I was wondering if this was an upgrade issue with anyone else. If anyone knows how the page works code wise and could possibly inform me of where the issue may originate for such issues. What happens is when I write my post the goto add tags I click in the tag box, the screen flashes, then when I go to type in the tags, the “add new tags” text in the tag box stays and I end up typing over it and nothing happens when I click add. Also the link below to show other used tags isnt working either. I have determined that its either the javacsript or someonthing wrong in the includes, but as I stated earlier I am not sure how the Tag block functions so I can’t really go diving into the code. Any help would be appreciated
