Tags aren’t in Chinese

I’ve enabled Chinese language on my blog by modifying the database with phpmyadmin, but I can’t find where to enable tags to be in unicode8. I’ve found where to change post content, titles, user names, comments, etc, but can’t find tags! Thanks
