Tag pages indexed when set to noindex/follow

    2000+ tag pages were indexed even though I set them to noindex.

    Title/metas – Taxonomy Tag meta robots set to noindex

    I included the Tags in the sitemap and submitted them to Google Search console.

    Google indexed a 1000 pages the first day, then the other 1000 pages the next day. Now we are getting penalized for duplicate content.

    Is one of the settings wrong or is there another error that I do not understand? I need to de-index all 2000 pages. Please advise.
