“more” tag not working in Twenty Seventeen for first ‘page’ in home stack

I’m trying to set up a site using Twenty Seventeen and a child theme; for reasons I can’t figure out, when I switched to the child theme, the “Theme Options” menu item under Customize disappeared. The <!–more–> shortcode on my Welcome page (the ‘static page’ defined as the home page for the site) also doesn’t work, either, although it works for other pages also displayed in the home page stack.

I can’t make sense of it: the only issue around Twenty Seventeen and child themes/Theme Options I’ve found specifies that you have to define a static page for the home page, which I’ve done.

How can I restore Theme Options and restore the <!–more–> functionality for that static page on the site home stack?
