Tag line not showing up

Hi all hope someone may be able to help.I am very new to this so i will try to keep it simple as possible for me .the company who designed my site remove the tag line from header, field is there in the general setting for the search engines.I have looked in the header php and it all seems to be there. here is the full file.I am fairly sure that the codex to show tag line is there and complete,So i guess they have done some thing elsewhere.

is there somewhere else i should look. i think i am using twenty ten theme
