    After almost 10 hours trying to understand what was happening, and after installed several fresh test wordpress blogs I’ve finally spotted the error that may only happen on non-fresh installed WP Blogs.

    Go to your cPanel -> phpMyAdmin -> find the database from wordpress -> find the table “wp_usermeta”

    Then you should have one meta_key named “rich_editing” for every user registered. If the meta_value is “false” you should change to “true”.

    It worked for me!

    MAKE SURE YOU MAKE A BACKUP FROM THE DATABASE FIRST………..
