tabs in different resolutions

Hello.
I am interested to know what is the default behaviour of tabs in different screen resolutions and devices. I know that your plugin is responsive but when I have multiple tabs (like 6 or 7) and open the page on tablet or phone, the tabs are placed in different rows.
Then each row contains as many tabs as it can fit since each tab has different width, so one row may have 1 tab, the other may have 3…Is this the intended fallback behaviour?
