Tabs Background Colours

I’m having trouble with the Tabs, because the background colour settings I’ve chosen are not showing behind the tabs.
1st Question: The background colour of the page I’d like to be #00444f with the Tabs showing as white. For some reason the background of the page itself will not change to this colour #00444f. The background colours work fine on all other pages that don’t include Tabs. How can I solve this?
2nd Question: Can the background of the Tabs be an image? Like a .png image underneath the Tab text content? So there’s the tabs with a white background #00444f but with a .png image with transparent background that shows under the Tab content/text? The text then would need to be set to white #ffffff to show over the dark #00444f.
