Tabs and sub tabs.

I have a quick question about tabs and sub tabs. First, is there a way to add a tab to a page that points to something off your blog? second, can you create sub-tabs to the standard WordPress tabs?

I am currently using d-tabs, but cant do sub tabs in it, and am trying to get my blog to have a more consistent feel with the Ning Network associated with it.
