table rate shipping

i have installed this plugin and i see that works only if i set my adress in the checkout. infact if i want increase costs by 1.00€ for 2 or more items that works only if i set in the cart my adress and state

I sell only in italy and i ship only in italy so, there is a way to abolish that feature?
