Table Rate – Free ???? why is it free

    I have my table rates set up in jigoshop Table rate shipping extension. none of them are free but for some reason the shipping calculator shows

    Table Rate – Free

    Is there a way to fix this. it obviously causes issues when i need to go back to customers and explain shipping was not free.
