Table of contents not using proper styling

When I edit the page, everything looks fine, with border, colors etc, but on the live page all the styling disappears. This has happened several times now, but previously somehow it worked after playing around, setting things back and forth and saving, but I have no idea how. Now, nothing seems to be working.
