Table alignment with empty cells

I am trying figure out how to align a table so blank spaces are taken into consideration. Below is a test table I created. It is 3×2. Spaces 5 & 6 are empty.

I want the spacing vertically to be the same distance. Similar to the table at the bottom of this post:

I’ve looked into the table section of style.css and can’t figure it out. Thanks in advance!
