Systematic timeout – curl not replied to by host

Hi,
one of the big blog hosting platforms in France (over-blog) seems to have implemented a new rule recently: curl requests as the one coming from BLC are just ignored, which leads to a systematic timeout on every link to their platform (in my case over 100 different links).
Example url which results in a timeout in BLC, but works fine otherwise: https://le-monde-de-lali.over-blog.fr/
All pages on this host react like this since approximately 1 month.
It might be necessary to do a second try in case of a timeout with a different header, user-agent etc. (as described here: https://stackoverflow.com/questions/9391137/can-servers-block-curl-requests ). Would that be a viable solution? Have you seen the same case with other blog hosts?Regards
