Sydney Header Colour Background

Hey everyone, I’m having a weird problem here, I want the menu header to remain white, not only when scrolling. When I go to customize and change header background colour to white, it shows correctly as white, then Publish, exit to main website to view changes it goes back to transparent. Please assist
