You can achieve this by setting the following options in WooCommerce →? Settings →? Account and Privacy exactly as seen below:

I mean to convert the guest customers list.. to be on the list of registered users

What @beautyofcode suggested above would prevent guest checkout on your site in the future. However, what you would like to achieve would need some customization to address.
