Support for other roles to use clear site cache capability

So admins have this Clear Site Cache function on the admin bar (upper right most) just beside the user menu. Please add a capability for this plugin so that I can add it to other roles.

I have a plugin called user role editor that can pick roles and their capabilities. If you can add a capability maybe I can use that and add it to one of my roles.
