Support FB locale setting

While you can change the locale setting of Facebook comment <https://developers.facebook.com/docs/plugins/like-button>, <https://github.com/bholtsclaw/comments-evolved/blob/master/trunk/includes/templates/partials/facebook.php> is hard-coded to en_US. Could you make the locale setting customizable?
For example, I’d prefer “//connect.facebook.net/fr_FR/sdk.js#xfbml=1&version=v2.3” for French instead of “//connect.facebook.net/en_US/sdk.js#xfbml=1&version=v2.3”
