Support agents front end submission

Hi,
We have a client that wants their support team members to be able to submit from the front end instead of getting this message:“Sorry, support team members cannot submit tickets from here. If you need to open a ticket, please go to your admin panel or click here to open a new ticket.”
They understand that they can create the tickets from the back end, they just want the flexibility to be able to do it from either place.
Any help would be awesome.
