Super Admin vs. Site Admin

My site admins don’t have access to edit users’ bios–a necessary and time-consuming function that I don’t have time for but don’t feel comfortable sharing my super-admin p/w. Is there any way to give them that level of permission? I tried Capability Manager, but while “Edit Users” is checked, they keep getting denied access.
