    I’m about to build a site for one kind of guidelines, that users can use in their jobs to simplify their tasks. This repository will contain about 100 guidelines, and every guideline will have a topic, classification, recommendations when it could be used, examples etc. And also, for each guideline, users could assign tags, so the navigation structure is dynamic and living all the time. Users can also rate and comment on guidelines, and add their own guidelines.

    Guidelines can be searched by type, rating, problem, etc. etc, so there should be several different ways to navigate. Tag cloud for most popular and high rated guidelines, navigation by type and so on.

    The idea would be quite similar to programmingishard.com , but different domain and it is just for my organization, not public.

    So, my question is, is it possible to build this kind of system with WordPress and its plugins? Any hints which plugins I could use? How much time it would take to build this kind of system (for a IT professional)? I was first about to build this guidelines resource with Ruby on Rails framework, but if this is possible to implement with WordPress without coding, I’ll use it instead.
