Suggest a plugin that would solve our prupose

Hi,

We are planning to implement a new feature on one of our website. We need to enable our readers to suggest a topic to us on which we will write a story and publish the same under their name. We will also be displaying the topics suggested for real time on our site (may be in sidebar) at the same time there would be voting option on the suggested topics which will be used for picking the most voted topics. So kind anyone out there suggest a plugin which would help us achieve our objective.
