Suggest a plugin for polling and faq

I need a plugin that will handle it similar to the way the White House has their Ask a Question page https://www.whitehouse.gov/OpenForQuestions/

It allows you to ask a question but then the question is acting like a poll and accounts for how many people rated that question.

Any suggestions to do some similar does not have to be exactly this way but pointing me to a plugin that can do something like this would be very helpful.
