Sufficient Permissions – No Success for Fix in Codex/Forums

For the record, I have looked through all the threads and info on the codex/forums, and I have tried a number of the simpler fixes to no avail.I am a first time user of wordpress, installing 2.0. site is https://www.bookwords.net, hoisted on pair.com. I have a number of domains hosted there, so bookwords files are in a directory within the directory of my first domain. I have set up the database, and it looks good so far. I have purged the databased and reinstalled several times.
Mian problem is that any administrative links from the dashboard, and every result when I login using my admin account is greeted with : “
You do not have sufficient permissions to access this page”. I have also noted that the cache directory does not seem to be created every time I reinstall.I am a bit of a newbie at blogging, and more so at PHP and MySQL. I have been working on this for 2 days and I am at a loss. I may need a bit of step by step help.
