Subscriber List Segments

Is it possible to categorize subscribers into different lists/segments?

For example,

I want to have a ‘test’ list and then a ‘website subscribers list’ and maybe another list for lets say only ‘offline collected contacts’.

So 3x different lists that i can choose what and when I send to each and newsletters do not go out to the entire list.
