Subscriber help

OK . So i see an option for Double Opt In for becoming a subscriber but the problem is even with that on I see people becoming a member of my website and when looked in Subscriber list they have not confirmed their email yet . Is there a way to block subscriber until he or she as finished both steps ?
I am saying that because i receive email from WP that
New user registration on your site mysite:
Username: XYZ
E-mail: [email protected]I want two step confirmation because i want only Valid users to become a part of my site and now get hit by SPAM
I was hoping newsletter plugin was one stop to solve problem of newsletter and avoiding spam registration rather than installing multiple plugins
