Could you or the subscriber contact us at https://jetpack.me/contact-support/ with the e-mail address and your site’s URL? I’d like to investigate the problem.

We wouldn’t be able to add the individual directly (as we want to ensure the subscriber means to be subscribed), but would like to clear things up.

It seems that this person blocked WordPress.com from sending them emails. They’ll be able to unblock themselves by going to this site:
https://subscribe.wordpress.com/

Once they allow us to send emails again, they’ll be able to subscribe.
