Submittion Button on Plugin Page

I am playing around to make a plugin and am having issues submitting the buttons. I have looked at some other plugins to get some ideas on this but have not had anything could out at me.

I noticed that all the plugins have blank action parameters which means the button will reload this page. The thing is that I do not see anywhere which tells it where to run whatever function that button is supposed to call. I am guessing an action tag is supposed to be set, but I do not see these either.
