Submitting form error does not recognise HTML

Hello, when I try to submit a contact form on my website without clicking on the captcha it does not generate HTML but prints this as a text:

<BUTTON ONCLICK=”JAVASCRIPT:LOCATION.RELOAD();”>RELOAD CAPTCHA</BUTTON>
