Submit time taking 10+ seconds

When a user submits their information into the contact form, it is taking 12 to 14 seconds to submit.

Is there anyway to decrease this time? It is resulting in the users clicking the submit button a number of times and multiple submissions coming through. The delay is causing confusion and in some cases customers believe the form is broken.
